Try this...

Use the $$HTMLFrontMatter to set the doctype, but add <!-- directly after the doctype:
"<!DOCTYPE HTML ><!--"

on the first line of the form, add --> and make it pass-thru HTML, then put the HTML tags they gave you right after.
